Data entry for programming website (programming FAMILIARITY required, but not programming experience)

I have a website that caters to web development and design. It's essential that the person has a strong understanding of the web and the languages that drive it, although specific experience in each language is NOT requred, only a very basic understanding of it's purpose.
This includes somewhat obscure languages, and -most importantly-, the ability to identify and categorize programming ideas based on topic.
For example, this person should know that 'responsive' probably also has to do with mobile, and @media-queries.
Furthermore, this person should be familiar with terms like ruby, object orientation, erlang, haskell, php, python, django, retina display, adobe illustrator, @font-face, IIS, nginx, unit testing, etc.
