Delphi + Google Chrome Extension

The overall goal of my project is to refresh the Chrome Browser page when source code changes on a web site (for development purposes). Windows Operating System.

I need 2 items created. One is a Delphi app that resides in the system tray and monitors a specified folder on the hard drive for any changes (there are several components to do this, such as TjvChangeNotify). Once Delphi notices a changed file within the specified folder, it would send a signal to a Google Chrome extension (which you will also need to create) which refreshes the page. This will allow coders to make changes in code, and see them reflected immediately in the browser. There are other products on the market, but none of them that I have found work properly. The project is actually quite simple to someone who knows how to create Chrome Extensions and Delphi apps. I just need these 2 pieces with a simple refresh message to notify the browser to refresh.
