Appliance That Monitors Database Table for new Records and Posts to Webservice

The general idea is to build a linux app that can be installed on a network to monitor a database for new records, and post those records to a webservice to be inserted into my database. I have a healthy budget to develop this app, so I want to do it right and build a solid and reliable appliance. Give me your BEST ideas and this could be a long term project! :) I am willing to pay for quality! ## Deliverables First, let me explain the business problem I have then I will explain my idea for a solution that I am looking for a coder to help me with. I developed the SQL 2005 database that collects information on other systems permits. the simplest way for the database to collect this information is through a webform where the information is inputted and saved. However, there are other clients that we need to track their permit information and they want to keep their existing permit system and their volume is to high to have to reenter each one. So I want to setup a webservice that acts as a gateway for other applications to write records to my permitstracked table directly. However, instead of writing code INTO the other applications to post to the webservice, I had another idea: 1. Build a small server/appliance with a server system of something like CENTOS 5 that could be installed on the same network of the program whose data we want to capture. 2. This appliance would be configured with a site id, database connection information of the database that holds the data we want, and the exact table names of the data we want. 3. This appliance this had software on it that would monitor the tables it has been assigned to "watch". Whenever it detects a new record has been added to the database it would capture this record and its field names and post this to the webservice. 4. The webservice would be configured to take these fields and match them with the appropriate fields in my table and insert the record. I am sure more details need to be fleshed out here. Perhaps there can be built in alerts if the field names change so we can know that we have to update the webservice to correctly process the data. I would like this to monitor SQL server and Access and a minimum. Other databases types would be great as well but not a requirement. Buyer will receive exclusive and complete copyrights to all work purchased. (No GPL, GNU, 3rd party components, etc. unless all copyright ramifications are explained AND AGREED TO by the buyer on the site per the coder's Seller Legal Agreement). ## Platform I would like some kind of Linux OS. i like Centos 5, but I am open to others. ** I will consider windows based solutions, but I would really like a linux based one. but if you think you have a really great windows based solution, please share it and convince me why yours is the best. ** I have no problems with a Java solution or any other language you want to write it it.
