Magento is a good option but in my opinion it will create a bulk in maintaining the system in future as the plugins will be required for further functionality addition. My suggest is, since the platform you are going to build and as i found its complexity level is very high by the description you provided the custom build cms will be far suitable and will be easy to maintain and will be low cost for each time if new function is required. Also this will help in good and boundary free development and designing options for the platform. I can create a custom cms for you and which will include a responsive design with following modules 1. Buyer(User)-Module 2. Seller Module 3. Master Admin Module. I have a team of 5 members. And can deliver this job in a professional way along with complete documentation and guide of each module to help with further use or changes. Also I can develop an android app for your site.
