Database Application with Web Interface

This is an Urgent Job that needs to be completed as soon as humanly possible. We need a website that will allow users to log in and access a huge database by running queries. The users will need to be able t choose and pull criteria from 35 fields then export to excel if they have permission. I m sure that there are some scripts out there that will do this but the design has to be very user friendly and aesthetically pleasing. We have an existing site so we could use the template but I still need a site done for another URL. This job is for a 1 or 2 page design and a database query system Basically it is an internal list of all consumers in the United States so we would need to search by zip code ranges home value and any variant or combination of data in various fields. I actually need 2 separate databases set up the largest database has 30 fields and 220 million records, I figured the second could use the same set up from the first so I'll expect a deep discount, the second has only 20 fields with 15 million business records. Here are some necessities: • We would need to search the entire database with 1 field or by multiple specific fields. • The data will be numerical as well as alphabetical but rarely will it be both within the same field. • The ability to search by ranges of data is a must as is the ease of use in the interface. • The ability to report on available data from each query in CSV or PDF • We would need to be able to issue multiple of user names and then sub user accounts with specific permissions that will allow resulting record exports of the data to excel from the queries. • The ability to Issue User accounts with and without sub account, exporting of resulting records and admin privileges. Some Accounts would require approval before printing and/or exports to CSV but all can have the result reporting function. Example: We want the user to be able to run queries and then submit a query report to the administrator(s) for approval of export of the data to .csv. • Monthly data updates of new data using the same fields should be easy for us to complete, if that is not possible, the winner of this job should be readily available and able to do the updates for us monthly, of course we would pay for your time. • The saving and reporting of a users query and export history should be kept for suppressions to make sure we are not mailing to the same data for the same client should be possible. • We would need the ability upload a smaller database and then download non-matching data for new clients. We have a dedicated server with cPanel (if needed) for this project so that should help with the issue of computing power. I am aware of the fact that this sized database is rare but I would feel comfortable if the winner of this job would be able to show examples of some sort of database work with a nice interface for the users, if you know how but have no examples we would need a quick demonstration of skills before awarding the job and the deposit. We need this type of work often and would love to work with just one single person or company long term, in addition, we have many clients that require this type of work so we would most likely sell them the job at a slight mark-up and use our winner long term, provided that they are easy to work with and can follow instructions properly.
