Clean up Coding/Change front page buttons

I need someone familiar with Apache that can fix a couple mistakes in my site's coding. Things like:

Changing the permalinks back to their original state so the links presently on the site work.

Changing a present button on the front page to a download link for a pdf

Inserting plugins to our blog (WP based)

Possible - I would like someone to create a page with a simple contact form and an extended contact form (pop up or embedded pdf?) for those that want to provide more details.
