Convert site to template For Custom CMS

i <[url removed, login to view]>? to be converted to a template for a CUSTOM CMS not joomla not wordpress it is a custom CMS basicly if you can work with css and html like you can speak then it should be easy for you the current site has a blue line in the body that i cant get rid of and when i tried to change it the footer broke and the menu did not line up you must be able to speak english and communcate with me via skype.
