Develop Custom CMS website based on Php/MySQL (Fun Project)

We are looking for someone who can build a Php/MySql content management system using a development framework (e.g. CakePhP / Symfony) or existing opensource package (e.g. Drupal).

PROJECT DESCRIPTION: We need a coder to develop a custom CMS from scratch. This is a relatively simple database driven website (user signup, admin area, 10-15 dynamic pages, similar css frontend an existing site, some photoshop work).

We are looking for someone who can build this relatively quickly using a development framework (e.g. CakePhP / Symfony) or existing opensource package (e.g. Drupal).

We? prefer the coder to work on this project full time (or at least 20 h/week). We will pay a generous performance bonus if project is delivered to spec and code is high-quality. There is also potential for further work on Phase II and III of this project.

ATTACHED is a very detailed Spec document that will explain the exact requirements of the site. The coder will need to spend some time to work through the logic of the site, do the database design, and also validate all technical coding requirements.
