CS-Cart Web Services Development and Integeration

I have an existing Ecommerse Firearms,hunting and camping business with an existing website that was written in ASP. Rather than continue to add to the existing website I would like to develope a completly new website using CS-cart PHP. The new website will be larger than the existing website and will use a different distributor. I have full access to their SQL database. It contains 27,000 items. I will use all of [login to view URL] inventory updates every 15 minutes. Orders are placed online through their database and software. I have full access to all the distributors code and database. I need web services written and implemented. I was thinking this would be SOAP to NU-SOAP CS-Cart does not have a drop down to list by manufacturer. I would also like this to be part of the project. I will attempt to customize the CS-Cart skin on my own but may need some help. I will probably also need some help to setup shipping by weight for UPS and flat rate for USPS. I would like to start the project immediately. I have a host that can handle both Windows and PHP but have not moved the existing website to the new Windows 8 server and have not yet installed the CS-Cart for tne new website. To summarize: 1. write web services to talk to the SQL database. Write web services for on-line order entry. The destributor's IT tech's will answer any questions about there database but will not be able to answer questions related to PHP or MYSQL. 4. Write code for a drop donwn list to search by manufacture.
