Add Auto Billing Feature to X-Cart store.

The X-Cart shopping store is a bullion trading website that offers clients the ability to store precious metals free of charge for one year after the date of purchase. After the item has been in storage for one year, there is a monthly charge for the storage service based upon either. A). A minimum charge of $XX or B) A monthly percentage charge based upon the material of the items stored (if greater than the minimum charge of $XX). The add-on should have the following features: 1. A menu in the admin panel to set the minimum storage charges based on the currency of the clients account. Currently we offer pricing in GBP / EUR / USD. 2. A php script that is run by a CRON on the 1st of each month with the following features: - Check all stored items for duration in storage. - If an item has been in storage more than 365 days, charge a monthly fee based upon the above value parameters. - Automatically debit the clients account the amount owed by adding an negative entry to the 'transactions' table of the database. - Generate a pdf invoice (based upon a template that will be provided).
