Develop an email program for unlimited send outs

I need a software for unlimited email send outs developed, similar to sendpress (wordpress) and sendblaster. The software should be a standalone system to use unlimited email addresses to send out with templates that can be uploaded or designed during the send out process.
Full analytics solution just as sendblaster and sendpress and all other capabilities as for instance auto deduction of bounced emails etc.

I want a price and delivery time for delivery of the software, and please make sure that I'm using a macbook pro on a daily basis but also other mobile devices that it should work on.
