Digital signage custom solution

Pls dont award before discussion. You want us to create a Digital Signage Software that will let the user create their own AD campaign . The Ads will be images, audio and video. We also need to develop the Android player for playing the Signage. Xibo is a this kind of open source application that can be used for implementing a Digital Signage system. Do you want us to create such a system form scratch . We can user Drupal CMS for managing the back-end for the Signage system. We will create required Calendar and Time-sloting system for displaying different advertisement. User will have to upload the image, audio or video using a web-interface. The Android player will display the Ad Campaign on the android device TV and Tablet. A dev-module called 'Signage' might be used for it.
