Addition to existing Construction Website

I want someone to code a "Construction Services" Search for my Irish website. This website has been designed already but the Search needs to be done. (Note: Ireland is broken into 26 geographic regions called Counties. I will provide the list of counties for awarded designer) This is a search for Construction advertisers. The Search works as follows: 1. User selects County (probably from from a map) 2. User selects Category (e.g. Professional, Tradesman, etc) 3. User selects Sub-Category (Architect, Engineer, etc) Results/Advertisers are displayed...user can click on any Advertiser to view more comprehensive info about their business. Points to note: - Advertisers can sign up online (part of my required design) - As part of sign-up, Advertisers can be included in multiple Counties and multiple Categories (E.g. an Builder wants to advertise in 3 counties, and for categories Roofing, Carpentry, Block-laying) - Advertiser sign-up presents Advertisers with costs while signing up and facilitates payment by CC, Check, etc - I want to be able to Approve/Deny/Edit Advertisers and their Service Ads - Each Advertiser, upon successful signup, can display company details, contact details and product information, and pictures...E.g a profile - This is obviously database driven, and its your choice what the best type is...MySQL, etc...and also what language PHP, HTML, Java, etc. - email notifications also for Advertisers (and to me, when someone signs up online.)
