Build a rating website

The rating system will be exactly the same as FREELANCER and EBAY. Thus, the shop should give a customer a unique pin to rate that store. With that pin, a customer can only rate that store, and no other store on the site. So, for every transaction with the store, he should get a separate pin/ password. Customer will be have to register, in which he gives some information, and also his ip address is captured. Then the customer can go to that store add the pin, and give the ratings. The following slots should be available: NAME (customers name should come there automatically, and he cannot change it) Phone no: Area bbm pin: Message then there should be stars (just like freelancer) for services, postage, doing business again etc If I person chooses one star, it means poor service, if he choose 3 stars, it means satisfactory etc. Then a person can post this on the site. As for the stores, they will get a slot for photos, a slot to explain their store, and as people rate them, they will get score (just as freelancer). Each store will be write to us, and once they pay us (will be through paypal), we should be able to give them access to upload their store. On the home page, there should be a slot for Premium stores, About US, Benefits. login, and space for adds, and at the bottom, stores with the highest ratings should automatically come. You will have to design the entire site as well as the logo and header. Then there will be a page with: packages, contact us, The site should open super fast on cellphones. The site should be able to work on mobiles, ipads etc. The site should also be SEO compatible. It should be simple for us and for sellers to upload new stores.
