Bulk IP Blacklist chaker

We are looking for a php expert to code a web based php application that can be used to check bulk IP for blacklisting in real time using all known available (As [login to view URL] does)RBL URLs such as spamhaus.org. The app should have a function to send alerts to the admin email configured on the app on the IP(s) blacklisted and in which RBL it was blacklisted and if possible include direct removal link from the RBL.

The IPs to be checked must be inputted in ranges and singles on the application to save time. Also the RBL must include all the RBL lists from this link:

Just check a sample IP and you will see all the RBLs
