Custom control panel in Vbulletin - repost

Hey! I have a forum where users post self made applications and programs. Here is some of the steps it has to include:

Write thread:

If the person have the right usertitle, he can publish a new application witch adds a buy button in the thread. When a user buys the application he will get an unique auth code who will only work for him.

Control panel:

The owner of the application have access to see how many who is using the application and other information.

This is roughly how it should be done. There might be smaller details, but will come with further details.
