customizing vbulletin and website

ive got a temporary website online and im wanting to take it to the next level. at present i am on a phpbb forum and i want to swap onto a vbulletin board which i have bought the license for and have online untouched.
what i need is someone who can take what i have online at present and create me a website that will merge into my vbulletin board leaving me with a smart clean finish and themed to my websites domain name and website topic.
my vbulletin needs customizing - color changes and some personal touches, i really need an auction or vbclassifieds installed and some other mods. i would appreciate someone having a very good understanding of VBulletin who i can work with comfortably on future upgrades to my website and give me good solid advice on what mods i would need and anything else to keep my community flourishing. i will also need the phpbb converted to the vbulletin board too. customized image sets to match and basically all the frills bells and whistles :)
website either very simple or maybe just VBadvance to intergrate my forum into a front page. it is important to me that the website stands out and has a wow factor to it, it must feel stylish and luxurious with a ghetto, hip hop, bling feel to it... think on the lines of - pimped - street - graffiti someone with photoshop talent who can make my website look something special and unique, maybe even touch up my logo or make something to suit.
the most important thing is someone who is reliable who can be a one stop solution and work with me on future upgrades to my website.
