Create vertical stretch layout for current fixed width/height website design

This project involves creating a vertical stretch layout from our existing fixed width/height layout for a website. Please use this page as reference (an interior page): [url removed, login to view] It would be ok to use tables for layout as that is how it is currently designed. Bonus points if it can be done in CSS and maintain the same level or better of cross-browser-platform compatibility. Requirements: Must maintain the tiled image background, and transparency for any graphical items that overlay it, and overall center alignment. Must continue to support an image on the right side of the content area, with the bottom right corner graphic able to overlay on top of it. The current height should remain the minimum height, and longer content will stretch vertically. This means at its minimum height, it should look almost identical to the way it does now. The aforementioned photo in the content area would remain anchored at the top, and the bottom right corner graphic would remain anchored to the bottom right corner when the height begins to expand. Must display properly in PC IE 6+ FF 1.5+ MAC FF 1.5+ IE 6+ Safari

## Deliverables

1) Complete and fully-functional working program(s) in executable form as well as complete source code of all work done.

2) Deliverables must be in ready-to-run condition, as follows (depending on the nature of the deliverables):

a) For web sites or other server-side deliverables intended to only ever exist in one place in the Buyer's environment--Deliverables must be installed by the Seller in ready-to-run condition in the Buyer's environment.

b) For all others including desktop software or software the buyer intends to distribute: A software installation package that will install the software in ready-to-run condition on the platform(s) specified in this bid request.

3) All deliverables will be considered "work made for hire" under U.S. Copyright law. Buyer will receive exclusive and complete copyrights to all work purchased. (No GPL, GNU, 3rd party components, etc. unless all copyright ramifications are explained AND AGREED TO by the buyer on the site per the coder's Seller Legal Agreement).
