bitcoin lottery site

I'm looking to have a bitcoin lottery site setup (with a later extension for poker), I need:

- financial level security

- automated bitcoin buying and selling via a trade API (ex, [url removed, login to view])

- automated payin/payouts

- high speed lottery services

(for example [url removed, login to view], except instead of isk its with bitcoins)

how it will work is person A puts X amount of bitcoins into the pot, and along comes person B putting X+A number into the pot, based on how much you bid based on the pot size, your % chance of winning increases, we can talk about the intricacies of this component in person.

A basic design template would be helpful, I will tweak it myself if web design isn't your forte, my focus for this project is the back-end, however.
