Changing the Easy Comment Uploads plugin

My site is avelim.co.il. The site is on Hebrew wordpress 3.3.2, using the theme Weaver 2.2.6 with many customization done by programmers. I am using the plugin Easy Comment Uploads as amended by programmers for me in the past. I am using the plugin to allow commenter to upload images to the site. The images are stored in the wordpress media library. I do not limit the size of image a commenter can upload. The images uploaded are displayed under the post (in the comments) and on the homepage in a recent comments widget. After the image is uploaded, I re size the image to width of 400 PIX using the Scissors Continued plugin. This is done by me manually for each image uploaded. I want this to be automated. I want to be able to choose an automatic width of pixels that the original image downloaded will be automatically re sized. I should be able to choose the desired width in Easy Comment Uploads settings - an additional field should be added for this. The re sized image will appear, at its new re sized dimensions under the post, in the recent comments widget and in the media library. The work should be done in 24 hours after being awarded the project. Freelancer should allow 7 days for testing after he finishes his work, before getting paid.
