Customize wordpress voting function

I'm currently using a Voting function for my WordPress posts. It allows my visitors to up-vote a post. The amount of up-votes for each post are stored in a custom field/meta data. The function restricts each user to only vote on every post once by creating a cookie and storing the ip-address.

The function already stores the ip-address. I additionally want it to store a name that the visitor enters when they up-vote a post. Based on these two stored "values", I want to decrease the vote limit on a post to one vote per visitor per 24 hours.

For example: A visitors enters the name "Ronaldo" and up-votes a post. The visitor then comes back 15 hours later and tries to vote on the same post again. Since it's been less than 24 hours, this visitor should get an error message telling them to wait 24 hours before trying to vote again.

Note: I only want you to customize this already existing and fully functioning code. (However, if you find it easier or less time consuming to not do so, then feel free to use another code.)
