Building a downloads website

I want to setup a website for offering downloads, and what I'm looking for is basically a custom site, that can also be customized again very easily.

The latter is not so important right, as is simply getting a website built.

This site would be built around an already existing website template (I have yet to find a template that I wish to use yet) unless the bidder can do a design job as well.

Simplicity(modular?) would be the key, I would like to be able to make changes easily, such as menus/adding categories, without having to edit multiple html/php files. Maybe even something dynamic, where each category would be dynamically generated on just one single page.

There would also be the need for a membership/subscription system, with bandwidth controls for speed, and amount to download per day/week/month quotas.

I will tell you right now, I am aware of the scope of this project, it does border on being a large project if design is involved, and im hoping to cut that out of the equation. But I am not a rich person, or any large business, I'm a family man, and I work for a living, so I will not accept or even consider outrageous bids, and if there are any large bids I would be willing to accept Some kind of payment arrangement would need to be worked out as I wouldn't be able to drop a large sum of money in one single payment.

I am telling you this now so there is no confusion on the matter in the future. I am a reasonable man, and I honor any legal arrangement I get into.

## Deliverables

This site would require some form of basic backend, where I could manage categories, comments, and downloads.

The downloads should be protected so that a user can't see the actual download path, and it should have hotlink protection so users cant leech my links.

I have a script called DL Monitor that I already use on another site, and if its possible (with permission from the author of course) I would like to use/enhance this script to build it into my site, only if that option would be easier than creating a download management system from scratch.
