Convert Design to HTML and CSS - Experts only

I need the following design converted into HTML and CSS code that works in Internet Explorer 6+ and Firefox 2+ browsers on PC. The goal of this project is to have a template to be used on every page of the site. So the header text and the panel content will be replaced. There are two pieces in this page: 1. The panel or container 2. The right column blocks The panel should fill all available width. It should stretch high enough to fit the content as well. I am describing the same behavior seen on almost every website. Tables should *not* be used. The only exceptions are in the header or footer of the panels or blocks. Use css and div to layout and position. CSS should be readable and descriptive. I have this partially done already but have to finish another project. I can supply you the css and html so you can use the fonts and colors but I will strip out the layout. I can supply the psd, jpg or png. I can slice up images as soon as possible but if I am not able to get to them the deadline still applies. The spacing, fonts, colors, images all have to be exact. It is not optional to be a little off. If this seems hard to you then leave this project to the experts. I am very professional. Any work I request must be as well. Bonuses and future work on this same project will result from a good outcome on this. Please do *not* guess if you are unsure about a detail. It must be 100% correct or zero payment. I do not want to sound harsh but I do not want to get to the end of the project and only have 98% correct. I can do 98% myself if I wanted. If you haven't done something like this before this would *not* be the project to start on.

## Deliverables

1) Complete and fully-functional working program(s) in executable form as well as complete source code of all work done.

2) Deliverables must be in ready-to-run condition, as follows (depending on the nature of the deliverables):

a) For web sites or other server-side deliverables intended to only ever exist in one place in the Buyer's environment--Deliverables must be installed by the Seller in ready-to-run condition in the Buyer's environment.

b) For all others including desktop software or software the buyer intends to distribute: A software installation package that will install the software in ready-to-run condition on the platform(s) specified in this bid request.

3) All deliverables will be considered "work made for hire" under U.S. Copyright law. Buyer will receive exclusive and complete copyrights to all work purchased. (No GPL, GNU, 3rd party components, etc. unless all copyright ramifications are explained AND AGREED TO by the buyer on the site per the coder's Seller Legal Agreement).
