Allow Users to Import Ebay Auctions into another auction site

Need a programmer that knows Ebays API and PHP.
Put simply I need a script that will allow user's to import their auctions from ebay to my auction site and fill in the title, description, pictures, and other fields.
-Need something similar to [url removed, login to view] (top left corner hover over sell on Bonanza than click Import from Ebay)
- I do like Bonanza layout. I would like users to put in their own percent mark down
-Would also like all of a users feedback to be imported.
Not sure how big of a project this would be. Let me know what you think. Also will need a programer to make an app for phone to allow people to sell/bid thru phone. thanks
