Coupon site similar to groupon model

This is the kind of system we would like to develop:

It?s an online system similar to the popular [url removed, login to view] site but in a much more smaller scale.

This system will allow us, as admins, to publish offers related to sports. Then users will sign up for the offer when they want to buy it, once there are enough people that buy the offer, it gets activated and then the payment trough visa is actually carried out. The system generates a coupon that can be printed. So the buyer can go to the shop or service and use the coupon for that special offer. Of course there is a previous agreement between us and the shop or service provider. So basically:

1. Admin console to publish offers

2. Nice looking interface where potential buyers can subscribe to the offers.

3. There must be payment functionality

4. Email functionality to also send offers by email.
