Create 2 processes: one parses file and inserts records into a db, the other parses one db and inserts records into the other

Mercury Instruments provides a laptop client to customers to connect to the Mercury device. This client maintains an SQL db with volumetric and event data. This client also provides the ability to snap-shot the current configuration into a text file on demand of the user. Two processes need to be created 1. Look through the Mercury SQL db for the latest data (this shall be called the parseMercurySQL process) 2. Parse the snapshotted IMX text file (this shall be called the parseMercuryIMX process) Both processes will create records and insert them into a separate DB via stored proc.
