Part 1: Create Multi-Tenant WebAPI with Auth 2.0 support. -> Endpoints for user management (register, change password, forgot password etc) -> Endpoints for tenant management (create, edit, delete etc) -> API security -> Setup DB seeding -> Validation -> Document with RAML/advanced rest client sessions -> Tests Part 2: Setup 'contacts', stream/store tweets, search persisted tweets/contacts -> Endpoint to manage 'people of interest/contacts' with metadata (e.g. twitter handle) - create, edit, delete etc -> Process to stream and store tweets for specified twitter handles (1000 users initially). -> Endpoint to manage tweets - create, edit, delete etc -> Endpoint for search - returns matching tweets/contacts -> Validation -> Document with RAML/advanced rest client sessions -> Tests

Hello. I can create a solution(endpoints) which will have API to manage Users/Tenant and will be using "Thinktecture Identity Manager/Server" for secutiry and other things. For Part2, I can create endpoints to manager twitter accounts i.e. the functionalities you have mentioned in part2. We will be requiring a windows server to host endpoints. Do you also need a desktop application to test/demo run the endpoints?
