Create Video from Image

I want a bit of desktop software that can create a video from 1 picture. I could do this with some sort of program like camtasia for example, but this isnt ideal because of a couple reasons: 1. I want to be able to create these files as quick as possible (Takes ages with camtasia and similars) 2. I want to create the size of the files between 300-800 mb (file size is small when using just images) 3. I want to be able to make the length of them between 20-200 minutes So Ideally, the software would have sort of like 3 fields: 1. To select the 1 image from computer that will be shown throughout the whole duration of the movie (If not possible, I can always use the same image) 2. To select how long the movie will be (Format can be .avi or .mp4) 3. The size of the file (if this is not possible, just aim for appoximately 10mb per minute)
