My preferred technology stack for this is : HAL standard(for REST representation), Spring Boot, Spring Security, Spring Data Rest, and all packaged in single .jar with embedded servlet container. To propose more accurate offer, I would need more information about project. What are those 4 or 5 modules ? Will you have ssh access to those servers ? To monitor and debug service you can create a simple healtcheck service that will every e.g. 5 seconds call dedicated healtcheck API. For debugging you can log data on server to graylog/kibana if you normaly use those services. For metrics exposure you can install RMXTrans or push metrics directly to Graphite server, or Kibana stack...
