Choropleth map of data in ZIP codes

We seek a solution in which we can feed a csv file of numerous german zip codes (customer inquiries) and which then displays a choropleth map of germany depending on the strength of numbers in the respective zip region. We are open on system, Google graphs may be used.
Basic task of the system is to visualize the number of inquiries per region on a map.
The input files are simple text files containing individual zips, each one representing a single inquiry.
It would be necessary to drill/zoom down into the graphdown to individual zip codes.
The map should show the names of the major cities for reference.
