Convert into HTML

I had a design made at 99designs and I need to convert the PSD file into html. Also attached is the logo which is in .eps format. If it is needed this is the font that was used: 1) Logo font: HeliosCond 2) Top Menu font: NewsGoth Cn BT 3) Body font: Arial 4) Footer: Open Sans I would like for the design to open up and fill the screen for whatever size browser a person is using. Below the top menu on the large image there should be left and a right arrow... this will allow people to scroll through multiple images. For an example of what I mean by this see the attached file called Gold Key Arrows (this is just to show the arrows I do not need this design converted). Each time a user click left or right we would then present them with a different backround image that would enable the visitor to click on that image to take them to the page for that specific investment. (we need to be able to control this easily from the back end/administrative area) All of the menu buttons should be in text format so they can easily be updated and not hardcoded graphics. We should be able to dynamically update the left navigation menu. What I mean by this is I should be able to add, remove, or modify a section on the menu and this will be updated across all old and new pages. The top navigation menu does not require a drop drop down menu. What we do require is the ability to update this at any time and once an update is done it is displayed on all pages. We should be able to do this without touching any code.
