Auction Site

The winner of this project would be responsible for building this site from the ground up. Would also be responsible for helping to find sufficient web-hosting. The site would be based on [login to view URL] three minute auctions portion of their website. Sellers would pay via Paypal before their auction could be listed. All auctions would be set on a 5 minute timer. Security would have to be formidable. Winner must be prepared to answer many questions and make changes as they are needed. Please be prepared to explain what needs to be done and the options available for doing it. I am not well schooled in web design and neither is my partner so this could be a process.
