Convert a Template to a Website

Hello,
I would like to rebuild my WordPress site: www.internetspeed.io.
1. Build navigation bar for social links on top of the header.
2. Insert header image.
3. Change colour of top of the widget and change background and main navigation bar colour.
4. Add border around the template.
I prefer to build this on existing theme because its displays on mobile phone exactly the same as on computers without silly menu and so on.
I have in Wordpress another theme installed: "Montezuma" but you will have probably more work with it and I'm not sure if this theme works well with mobile phones.
(No mobile phones plugins please)
Also I'm open for any suggestions regarding any changes.
I have full instruction and all graphics in PSD ready to post to you.
