Country Based Shipping Option in WordPress Emporium Theme

I have a store built on Templatic's Emporium theme which only offers flat rate, weight based, free, and price based shipping. However, I need destination based shipping. I'm looking for somebody who can modify the theme to include destination based shipping. The option should appear in the dashboard settings to enable this method of shipping and allow the site owner to set a shipping rate based on Country. When a shopper selects their country in the checkout that rate is applied. I can provide relevant php theme files if needed. I need this asap please I have several other jobs of this nature coming up and would be happy to stick to one freelancer if it works out.
