Customised E-Commerce in WooCommerce/Wordpress or Magento

We are looking to develop a e-commerce website in either WooCommerce or Magento. We are going to follow the following steps : 1) Taking expressions of interest via Freelancer 2) We will review your credentials 3) We will select a number of Freelancers to sign a NDA and we will send them our 80 page Design PDF 4) The selected freelancers will then be asked to produce a report based on the PDF design AND submit within 5 days. 5) Based on the quality, value, and detail of the custom solution, we will select someone. It is very similar in design to [login to view URL] Product Section - Needs filtering by attribute - Needs hierarchical categories - Some products need 'price ranges' rather than a fixed price - Some products are non-cartable, but instead should be added to an enquiries list. - Some products are pictures of rooms for inspiration. These are non-cartable, but should instead be added to a 'My interiors' list - The ability for users to save multiple wish lists  - The ability for users to get a quote on a wish list, enquiry or cart - Products should be able to mix photos and videos  Design Guide - A text and photo rich section with a highly customisable design rich interface cms - A grid of thumbnails which link to downloadable PDFs - Each PDF has a single page with a description and preview of the PDF - Searching and filtering by category Video Section - A grid of thumbnails which link to a video page. - Searching and filtering by category Slideshow Section - A grid of thumbnails which link to a slideshow page. - Searching and filtering by category Other Features - Mobile Responsive Design - Image Slider on front page - Slideshows The Report In particular we are looking for ways to reduce the cost of development, and improve design and interface.  Your report should include : - A comparison of available e-commerce solutions (at least Magento, and WooCommerce) - A technical proposal of how to implement each feature of the proposed website - Recommended modifications to reduce production costs - Recommended interface changes for ease of use, and usability - Cost estimation to complete the project.
