Create wordpress site from existing template

I need a responsive wordpress site that; when a user go to the site, there is a map of australia, the user then type in their suburb name and post code, the site then display only information relating to that suburb. The information about the suburb gets added by the users via a wiki plugin. users can upload their favourite photos about their suburb to be displayed. However, the main item is a place where users can complain about the things in their suburb that does not work, other people can then upvote these items and the most upvoted items are at the top. To make money people can post classified ads onto the site, these ads will be grouped into subjects, users can also upvote or downvote ads and write comments about the company or person advertising. These ads are charged weekly or monthly. The site is also a notice board for the local community, for a very small fee users can post information about upcoming events etc. I have a mockup [login to view URL] and I have installed a template as a starting point at moot.com.au.
