Build a classified ads website that is just like Craigslist

PLEASE READ IN DETAIL BEFORE MAKING AN OFFER! THIS IS A CHALLENGING PROJECT FOR EXPERIENCED PERSONS ONLY. SUMMARY: We want to create a "boats-only" classified ads site like craigslist. Not actually affiliated with Craigslist, but a website that is similar, except for marine-only items. The site is for people who want to Buy or Sell Marine and Boat Gear in the USA only, Pacific NW Region (WA, OR, ID, and CA) This is my 3rd attempt to build such a site, but so far I have spent over $5000 on various designers, and all of the themes etc are full of problems and visitors to the site get frustrated with attempting to log in, or add photos etc. 1. It needs to be a very clean, simple, easy to use, and easy to navigate website! 2. Visitors to the site should be able to sell their boats or marine gear by EASILY - i repeat EASILY - posting an ad with photos. We want to make it extremely fast and easy to place an ad. No verification emails etc. Simply a way to prove they are not robot, and the ad is live. 3. Visitors can post ads free, there is no charge. 4. The site needs to have an easy-to-use control panel so i can edit if needed. 5. MUST HAVE EXPERIENCE in setting up an API. We have another marine company who will give us their API and automatically integrate their listings. 6. Sample attached of what the menu would be like.
