Database Software & Website

I want to develop a software that will be hosted on a website. This is a purely internal website available to select few. This software will be primarily designed to manage the resource allocation of trainers for the courses. Each trainer has his own profile details (location, skill level etc) Each trainer has to be assigned a course, the gap between 2 courses is to be controlled and only certain amount of courses are to be assigned in a calendar year. Each trainer will have a buddy and coach and these are people from the same set of trainers, hence the buddy and coach cannot be the same person. We are currently managing all of this information through spreadsheets and we intend to develop a piece of database driven software which can alert us of errors in allocation etc. We will provide more details to the designer.
