Design/Develop A SharePoint Design Package/Theme

We are in need of a developer to develop a design package/theme for us so that we can just upload it onto our SharePoint 2013 site.
The design is based on an HTML bootstrap template and the developer will need to design it with as must elements as possible which comes with the theme.
Once the design package is complete we would upload it onto our SharePoint site and would like to see the header/footer/side bar/ page content & web parts look like how the theme would look.
Any suggestions from developers/designers are also welcome...
