Create Software Program - Windows based - Fix Error Code 646

Looking for a programmer who can create a professional looking software program to fix a Windows problem called Error Code 646. Must not just open a DOS Window, but must actually have a GUI interface that looks professional as this product will be sold. You must be able to prove that it works, such as creating a short video of the actual error and then showing how your program fixes the problem. You must provide us with the process to cause the error ourselves and resolve it ourselves so we too can see that it actually works. Testing proof is critical to award.
