In general terms, web design is the process of creating a website. This process includes elements such as user interface, information architecture, navigation, site structure, colors, fonts, layout and imagery. These elements are combined together to form a website which help people find the required information easier and quicker.
The technical aspect of website design includes server side scripting such as cgi, asp, and php; the visual aspect is defined with css and html, and enhancement of user experience with Java Script and Ajax. All these technical details are not used when speaking to people whose technical knowledge is on the low side, but rather, they are told about functionalities such as the various features and content management.
If you have the necessary technical skills, and you are typically a DIY type of a person, you may be able to design your own website. You can get the step by step instructions over at the internet, and follow the traditional approach involving coloring, contrast, balance, style of graphical elements (shapes, lines, colors, textures), background textures, use of icons, and some more. When put together, you can have a website that is created according to your goals.
However, if you are not a techie, there are many web designers out there who are very much willing to set up your website for you.
