Its an isolation problem. I'm experience such these problem in postgresql and oracle an i can solve your problem in a day. Also i can give you hint. You can use some isolation or locking configurations etc. But its not a certain solution. If it causes low resource database may ignore it. I can suggest you a better design if its possible.

A stepwise approach i will choose to solve this problem 1) getting info from sys.dm_tran_locks against sys.dm_tran_active_transactions 2) will identify the Issue and will check for current isolation level in database 3) reader/writer conflict resolution
