I will develop console application for read data from excel csv file and to write on Sql server table with conversions as per your requirements. I will use syncfusion for the read data from excel which will make operation faster and also provide accuracy of data reading. (syncfusion is optional if you don't want to use it with your project then I will use interop of excel as traditional way to read data from excel.)
