An application like this is no small task, and there is a lot of server side technology that will need to be developed, as well as a specialised database and user interface designed to support some of the functionality you will need for this to operate correctly. This bid is for 1 application on Android or iOS, multiple apps will cost more, and if a website is required, this will also need to be quoted separately.
