Fix: Android ignoring my CSS media queries

Fix a simple css responsive problem (NO javascript!) I made a very simple css (No javascript!) responsive theme myself, after reading some tutorials. It has 2 columns: the main content, and a sidebar on the left for menu links. This is my first responsive theme, and and I think I just forgot something simple? As the browser pixel width is reduced, the media queries cause the menu on the left bar to dissapear, but is replaced by a new menu at the bottom of the page, and a new link-button appears in the top header that can be clicked to go to the menu at bottom. The responsive theme works perfectly on my desktop! If I reduce the width of the browser, it responds and changes perfectly at the media queries. HOWEVER.... in most of the Android browsers it fails to adapt!, it ignores the media queries, and shows only the very wide desktop version on even the smallest screens. So you need to fix that. But withOUT javascript! And keeping the css simple enough and commented so I can understand. Curiously, it DOES work correctly in ONE mobile browser: the 'Puffin Browser', but fails in Android's Google Chrome, and all other mobile broswers.
