Hello, Thanks for the detailed description of the requirements. I've gone through them and it can be easily done with ATtiny series of MicroChip microcontrollers. We can make a jumper for mode selection (one-time operation / loop operation). We can make 3 switches for - Start/Stop ; Up ; Down (the buttons Up & Down can be long-pressed if required t make the settings process faster). I can complete this project including - Design, development of circuit, schematic, Proof-of-concept, testing and PCB design. I can show you a video of the working prototype as well.
