Need a customize ROM for phone to monitor it.

I need an customize ROM for phone (Android ROM or ROM for feature phone like Nokia 230) with some features like: - Can use special syntax command like *#1*0987654321# to register the number 0987654321 as the suppervisor number; - Send sms to the supervisor number when the phone is receiving a call or making a call; - The supervisor number can call to the phone, if the phone is being in a call, it automatically merge to a conference but still display as a normal call. If the phone is not in a call, it automatically accept the call but does not display anything. - If the phone making a call when being in the call with supervisor, it terminate the call with the supervisor; - Can report location to supervisor; - No log or history about action with supervisor; - Please show me some similar experience when you are placing the bid.
