I require the build of a website where I can input the cellular number of a target, the system then needs to do a HLR request (you chose provider), and return the location of the handset and plot in on google maps. Some variations to the system including client login, purchasing credits etc. will be required after proof of concept. I will require proof of concept to be working before payment of progress amounts. Please let me be clear, I will need to see that the system works before payment :) Have had bad experiences on here before so need to be cautious. Please don't reply with vauge copy/paste answers I would prefer someone with SS7/ HLR experience

Hi I was an consultant of an MNO audit, which was performed by the regulator. I plotted the areawise BTS map on Google map. We did various analysis on different CDR and VLR/HLR data. The difference with your requirement is that we got the HLR data from MNO; here we need get this from some third party provider, and it is global. I know two providers namely Message Bird and hlr-lookup. The have free API, but you cannot get geolocation form free plan. I prefer messagebird but do you know any free provider that give it free.
