Build a Website in Chinese (建一个出国留学网站)

Hi, I would like to develop a website as a ChuGuoZhongJie, 想建一个出国留学（和工作）中介的网站, to help students in China who want to study and work in the United States. *** Please do NOT place a bid if you do not know Chinese. Thank you. *** I would like to get this project done including: NOTE: I am open to any of your ideas to better develop this site and business. 1. Logo and website design (the website will be in Chinese) and web contents as well. 2. Programming Options: (1) Use a readily available software with some customization such as open source software (i.e. WordPress, Drupal, etc...) or based on something that you have developed in the past for a quick implementation; Or (2) Develop the website from the scratch with PHP Programming (preferred in PHP/MySQL with Yii).
