Build Websites -- 2

I have two websites projects to go one after another (One edit existing and second brand new). Also should include is appropriate content. At this time no database but it will be scaled out to include database. Preferred technology to develop websites is on Microsoft technologies. First website is personal (listing information about me, there is existing website which need converstion and update). Second website will be business website with SEO and build around my skillsets from the personal website. Please quote approprietly, budget is very tight, so don't expect too much.
